In the mail you need to include:
Return envelopes with your address and Monaco stamps already on the envelope.
The Monaco stamps can be bought in any post office and can only be with Monaco written on them (not France).
The other options are: to send an envelope with a pre-paid return printed on it, or sending a return coupon.
